Oooh okay as long as 3-5 are totally opt in and apply to background NPCs, all that is fine! Those nerfs are good to go. For 6 I like memories being used as payment, that's a great nerf, so good to use!

And yes for wishes basically nothing TOO HUGE. Again any powers granted need to fit the character, and no giving anything like a giant yacht or whole building or a dozen guns or something. Gotta let folks work for shit!!
